What problem was causing conflict between European and Latin American nation

Venezuela was in deep debt within Germany and Britain, where they had investors to loan money to them. Then people of Venezuela refused to repay their debts in 1902, whereas the same thing had occurred with the Caribbean Nation of the Dominican Republic in 1904. Therefore European powers declared they would use military force in order to obtain debts owned.
Related Fact: Doing so in using military force would, however violate the Monroe Doctrine, threatening the power of the US.
