Which describes the Mayflower Compact?

The Mayflower Compact was a document signed by 41 Pilgrims on November 21, 1620. The men agreed to form a temporary government and be bound by it's laws. The compact became the basis of government in the Plymouth Colony.

The Mayflower Compact was signed by all of the passengers on the Mayflower ship, and established rules for governance one the Mayflower landed on shore.
