Basically what the HistoryGuy said. Abraham Lincoln did indeed author the Emancipation Proclamation in order to liberate or "free" the slaves in the 10 Southern States still in revolt. However, this "emancipation" was in fact applied only to Confederate states.

It was Abraham Lincoln who authored this famous document, which ultimately declared that all slaves in the United States were free--thus making the South's situation more desperate.
