I believe the answer is: Tenth amendment

The tenth amendment of the constitution stated that if a power is not granted by the constitution to the government, that power would fall to the hands of the people. This amendment drastically limit the government power and increase the power of the consensus, which is what the anti-federalist was fighting for.
