What argument did La Guardia make about prohibition?.

La Guardia thought prohibition was good and it was bad.

A famous quote of his is, "There may not be as much liquor in quantity consumed to-day as there was before prohibition, but there is just as much alcohol."

He was trying to say, that the number of drinkers went down, but the alcohol isn't going anywhere. Its not going to drink its self.
