44.65 is equal to 44.650 because it does not have to have that zero at the end and all that zero is doing is telling you "Hey I'm a PlaceHolder!!!".

Yes it is. If you see any zero after the last number after a decimal point and then compare the same numbers but without the zero they are equivalent.
