I would say A.

The reason being that if you're close to a river there is a way of transportation through the river. Also, some of the most successful civilizations started near rivers. So you are bound to find some other civilizations to trade with.

The right answer is option B. People settle near a river where it empties into the sea. Even though option A is partially right, the most important merchant cities have been located near the sea/ocean and a river. Take for example Egypt or New Orleans. If a city is located in this situation, then it can easily start commerce with the inland regions (thanks to the river) and foreign nations (thanks to the sea proximity).
