no the mid western states do not touch the ocean because of there location

No.  The Midwestern USA is, as its name would suggest, in the middle of the continent.  They are the states around the Great Lakes (Michigan, Minnesota, Illinois, Wisconsin, etc.).  Therefore, they do not touch an ocean.
