Theories may change over time. Unversal laws are supposed to not change.
Most theories and laws cannot not be definetly proved and they are constantly tested.
Consensus is not necessary. Many theories were discarded by the majority of scientific community before been accepted.
Both theories and laws must be based on scientific method and observations are a key part of it. Then, in my opinion, the true statement is that both are supported by observartios.
