Which Persian leader made the biggest contribution? Why?

Often, when you want to know who was the greatest leader of something, you can see which leader was given the title of "the great".

In Persia, it's Cyrus The Great. He was given this title because he conquered a lot of land and ensured prosperity in this land, by respecting the local customs and by organising successful administration of his lands.
