HELP PLEASE!!!!! Explain how high unemployment and limited job opportunities in Russia have impacted Russias younger generation

Due to limited job opportunities and low paying jobs, if any, Russia has seen an incredible increase in young people joining cyber gangs where they are paid very well to hack into private and government computers around the world - mainly the U.S. Until the past few years, the computer hacking generally involved vandalizing web sites and generally fooling around online. Today, cyber gangs - made up predominantly of teenagers and young adults, regularly hack into corporate and private computers to steal personal information, transfer money out of bank accounts, and gain access to government information. Russia has had excellent schools preparing students for jobs in the technology fields for decades, however, most researchers think that the schools are not necessarily providing the instruction on hacking - that is simply the desire of the students to do that on their own. Unfortunately, although the schools are not explicitly teaching hacking skills to students, neither are schools or local officials forbidding such actions. Some would go as far as to say that local officials even condone such behavior!

Youth unemployment was over 18% in 2010. In Russia the cause has been attributed too lower levels of human capital.
