Answer: c is correct, it started the Franco-Prussian War

Bismarck wanted to provoke France into declaring war, so they edited the Ems telegram in a way that insulted France and Spain and released it to the press. Which did result in France declaring war, they had better odds to win, but inthe end they lost.
