Two organisms are in the same phylum but not the same class. Another pair of organisms are in the same genus.

Which pair has more in common? Why?

I could be wrong, but I believe the pair in the same genus, because genus is more specific. Being in the same genus also means being in the same Kingdom, phylum, class, order, family, AND genus. Does that make sense?
