Why does Aeolus refuse to help Odysseus a second time?

He has other things to do.
He thinks Odysseus is cursed.
He thinks Odysseus is greedy.
He thinks Odysseus is ungrateful.

It's the second one, He thinks that Odysseus is cursed because he believed that the gods are angry with him [due to the failure of the first voyage].
