All these tools are available from the C. Slideshow toolbar. In standard PowerPoint the path to find highlighters looks like this: Click on the Annotate Slides (this button looks like pen on the toolbar) => choose the pen type or highlighter you want. Mouse cursor should change to a dot which you can color however you want by choosing Ink Color option. Finally it's ready for work.
