Kennedy use parallelism to emphasize the potential for American society to become more divided by pointing out the possible actions that the American people can go to and the choices that black people can harbor against the white. He also predicted what would happen if the wrong choice was made. Parallelism is obviously used in this line:
"black people amongst black, white people amongst white"
