Jefferson tried to bridge the gap between the political parties. The he outlined some of his goals. Jefferson believed a large federal government threatened liberty. The states he believed could better protected freedom. Jefferson believed in reducing the power and size of the government.

Thomas Jefferson stressed that civil liberties needed to be protected. He also stressed that there needed to be a capital where they could keep track of everything going on in the country.
