It's not clear what speeches you talk about. I guess it's those two: Abraham Lincoln, Inaugural Address, 1861 and Jefferson Davis, Inaugural Address, 1861. So if I've got it correctly, the answer is C) Lincoln was prepared to use military force to prevent secession and keep the southern states in the Union.
