inside the quotation marks.

outside of the quotation marks.

wherever they feel most right.

at the beginning of the quotation.

punctuation marks go INSIDE the quotations. think of dialogue as sentences simply enclosed in quotations. keep the end punctuation with the sentence.

Inside the quotation marks.
Dialogues are complete sentences so the marks that follow the completion of a sentence lie within the quotation marks.
