Florida has 27 representatives while Massachusetts has nine representatives. Why do states have different numbers of representatives?

Answer: The population determines its number of representatives

Explanation: The colonists complained in the 1700's about the representatives being even in every state, for some of the states had more people in them, which means more voices.
