710 decreases by 10%
multiply 710 by .9 (this is 90%)
^ the reason we multiply by .9 and not .1 is because we are taking away that 10% from 100% (which is 710)
710 × 0.9 = 639

Do 710 divided by 10 and you will get 71. Then do 710 minus 71 and you will get 639
