How does subsidence at a hurricane's periphery make surface air relatively dry?

Subsidence at the periphery of a hurricane dries the air because it speeds evaporation. In other words, this phenomenon causes the moisture to be removed from the air at a more rapid rate than usual, leaving the air very dry. Subsidence can also occur at the eye of a hurricane! !
