Why did the North seem more powerful than the South during at the beginning of the Civil War

The Union did not enlist African Americans at the beginning of the war fearing that the ..... because it made it clear that the national government was more powerful than the states.

they felt more powerfull during the war dur to the ffactire that  they had alot more people to fight and their weapons were more advanced
