The answer is 3. 3 brown: 9 blue.
Do 1 × 3 and 3 × 3 to give you the ratio of 3:9.

3 brown : 9 blue
because if you convert 1:3 as a fraction ( 1 over 3 or 1/3) it's equal to 3 over 9 (3/9) or 3:9
