I think this is a composite function, so it would be

f(g(1))

you must first replace all the "x" in f(x) with g(x)

f(g(x) = -4(g(x))+7

f(g(x)) = -4(2x-6)+7

f(g(x)) = -8x+24+7

f(g(x)) = -8x+31

If x=1

f(g(1)) = -8*1+31

f(g(1)) = -8+31

f(g(1)) = 23
