how does the constitution delegate powers to the nation differently from how it gives powers to the states

According to the Constitution of United States, the delegated powers of a federal government are superior to the state laws in case when there is a clash between the two i.e. State and Federal. However the states in their own frame can have the laws which at no point contradict with the supreme Law of United States.
