The glucose-rich environment will inhibit the production of lactase metabolizing enzymes.

This phenomenon is due to the fact that many of the genes of an organism are expressed when they are needed. Remember that genes are simply codes for proteins, and enzymes are proteins.
The bacteria in the glucose-rich environment will not need to metabolize lactase because the products of lactase hydrolysis are glucose and galactose. The bacteria is already getting glucose directly, so there is no need to break down the lactase.
