The merchants in the American colonies began smuggling goods because the Navigation Act passed by Britain put an embargo, or pause on imports and severely restricted trade. The British goods were highly taxed, and the colonists were frustrated because Britain didn't give them representation in Parliament even though they were being taxed. Hope this helps! :)
