What are the purposes of the laws Congress passes?

Laws keep the people in check. But Congress has to make sure it's legitimate or that its right. For example, lets say I wanted to pass a law that says all the money in the USA goes to me. They won't pass the law until they have a vote. So now lets say one person of Congress agrees with me but the others don't. That law won't be passed because its not fair.
