Antinous is responding to Telemachus's speech.

The quote should actually start with "Well, Telemachus..." Telemachus would not be talking to himself so the second and third options are incorrect. Athena is also wrong because she is supportive of Telemachus and does not admonish him. Antinous is the only logical speaker. Also, in the text before this dialogue, it says that Antinous broke the silence. This means that he spoke.
