Woodrow Wilson (the 28th President of the United States) believed that Germany should be punished for the war. Woodrow Wilson had to declare War on Germany, as he said that he would make the world 'A safe democracy' but declaring War on Germany. Woodrow Wilson was president between 1913 and 1921, so the whole time that World War One happened.
