Answer: There is more than one answer to this! People need to stop giving only one answer... I believe the correct ANSWERS to this question are B. and D. I believe please let me know if I am correct!

Electing the president. The electoral college, people that the citizens elect, who cast their votes for the president. Some states have more electors than others. It is based on population. For example, California has 55 because they are a large state while North Carolina has 15.
