Structure.  Periosteum consists of dense irregular connective tissue.  Periosteum is divided into an outer "fibrous layer" and inner "cambium layer" (or osteogenic layer").  The fibrous layer contains fibroblasts, while the  cambium layer contains progenitor cells that develop into osteoblasts.
