To write a number in standard form, we move the decimal point to immediately after the first non-zero digit and write the exponent representing the number of places we moved the decimal point.

The exponent will be negative if we moved the decimal point to the right and will be poistive if we moved the decimal point to the left.

For 0.00147, the first non zero digit is 1 and we will move the decimal point 3 places to the right from its corrent point to immediately after 1.

Therefore, 0.00147 in standard form is
1.47*10^(-3)
