Yes, a lizard cannot produce its own food, so it is not a producer. It also doesn't eat fungi or dead organisms, so it is not a decomposer. What does a lizard eat? It eats flies, for one. So it gets energy from the fly it eats. That is exactly what a consumer is. It gets energy from another living thing.
