the movement of tectonic plates cannot make the oceans bigger, it can only alter its shape therefore A and D are out, obviously since pangea (the supercontinent) does not exist anymore,C is also out making B the most logical answer

They have changed over time.

As greenhouse gases deceive more energy from the sun, the oceans are incorporating more radiation, which results in an expansion in sea surface warmth and increasing sea level. Variations in ocean warmth and flows carried about by climate variation which will lead to modifications in climate models around the world.
