I think the reason why Jefferson resigned from Washington's Cabinet, was because Jefferson wanted the USA to support France in their fight against England. Washington had a neutrality policy meaning he didn't want to get involved in other countries affairs. If the issue didn't involve the US, Washington didn't want anything to do with it.
