What happens if the House and Senate versions of a bill are different? The differences immediately cause the bill to die and it doesn’t go any farther. The House and Senate try to work out differences in a conference committee. Each version is voted on in a joint House/Senate meeting. The Senate can pass its version by majority vote and the bill then goes to the president.

It often happens that the House and Senate pass slightly different versions of a bill and when this happens they will both appoint representatives to form a committee. The purpose of this committee is to come to a compromises on the differences in the bills. This committee is called a conference committee.
