Cedric can swim: 23 + 3/5 = 23 + 0.6 = 23.6 seconds.

Jason can swim in 21.4 seconds.

Jason swam faster by: 23. 6 - 21.4 = 2.2 seconds.

Jason is faster by 2.2 seconds.
