Are uv light, vitamin d and folate needs sufficient to explain the current world distribution of skin color?

No it is not sufficient. There are many other factors that needs to be taken into account like the variation of the organisms oor the heredity. so it can not be explained only by UV light, vitamin d and folate needs, though they are important factors
