y=1/4x+7 slope=1/4


parallel lines slopes equal


x'=4 y'= -1


slope. (x'-x)=y'-y


1/4. (4-x)= -1-y


1/4.4-x.1/4=-1-y


1-x/4=-1-y

y=x/4-2
