Which president is credited with leading the trend toward devolution?

Andrew Jackson is commonly referred to as one of the worst presidents in history. his ironic disastrous fiscal policy is an easy example but you don't  need to dig in far to uncover other things. Jackson has been described as the first populist as well as a racist. he was fairly open about his hatred of Indians (or native Americans) and sent them on a permanent pilgrimage known as the trail of tears. he also expanded the power of the executive branch of government further than any other president before him (the only competition he had was Thomas Jefferson whose purchase of the Louisiana has been questioned by many people including Jefferson himself)
