During wartime, Political instability and tension among citizens tend to be on its peak. Because of this, the impact of minimum speech tend to be magnified and would give greater effect compared to normal situation.

The country need to be united and cannot effort to face both internal strain and external threats at the same time, which is why speech regarding insults to our own nation tend to be restricted during such time.
