During the 1920s our economic policy, both domestic and foreign, was the work of the Treasury, Andrew Mellon. He raised tariffs on imported products which helped American business and raised money for government cuts on expenditures. The Fordney-McCumber tariff of 1922 raised import duties to the highest rates up to that time.
