If an application form does not provide a specific place to include volunteer experience it should be included as work experience.

I consider that since an application form is used to collect relevant and required information from an applicant, the experience as a volunteer must be included and the best way to do it is by adding it as work experience, because it is an experience after all. Moreover, the past job history is fundamental for an employee to evalute your profile and consider you as a suitable candidate for the vailable position.
