(y\ miles)/(x\ minutes)=(4\ miles)/(28\ minutes)\ \ |cross\ multiply\\\\28y=4x\ \ \ \ |divide\ both\ sides\ by\ 28\\\\\boxed{y=(4)/(28)x\Rightarrow y=(1)/(7)x}
