28 ÷ 4 = 7
32 ÷ 4 = 8

As 28 ÷ 4 equals an odd number, it cannot go into 8, because that would be a decimal number. Also, 28 ÷ 6 = 4.66 (a decimal). So it can't be anything other than 4.
