You started out correctly, by moving the decimal of the divisor two places to the right so that it is a whole number (9). However, because the dividend is still a decimal after moving the decimal two places to the right, you "ignore" the decimal for now and divide 4806 by 9 which results in 534 and no remainder. You then "add" the decimal back to the quotient (534) by starting at the right and moving the decimal four places to the left because that is where the decimal was originally in 00.4806, which results in 0.0534, your final answer.
