I saw the image. A larger octagon measuring 15 becomes a smaller octagon measuring 9.

15 ⇒ 9

larger measure * scale factor = smaller measure

let x be the scale factor:

15 * x = 9
x = 9/15
x = 3/5

The scale factor is 3/5.
