It upset them because they felt the acts were unconstitutional. Through the acts, Parliament took away the constitution of Massachusetts, forbid town meetings without consent from the royal governor, forced colonists to house British troops, and made it so that town officials could only be appointed by the royal governor.

Because they were intolerable. Puns aside, the taxes imposed on people through those acts really affected almost every living person, and the people didn't want to pay them. They believed that the British have no right to tax them until they give them representation in the parliament.
